Tamil Nadu State AIDS Control Society

  • Highest Number of NGO participation in the country for the past 5 years - 338  NGO's involved.

  • Reach the entire State  i.e. All the 29 Districts. 
  • Established open and transparent  system of functioning and maintaining the same for the past 3 years
  • Need based area specific group, specific programmes initiated. 
  • Major shift in the approach and functions. 
    • Top to bottom approach to bottom to top approach. 
    • Planning for the people to planning with the people, Participatory approach followed for the past three years.  NGO and CBO participation in :  
      • Technical Advisory Committee 
      • Executive Committee 
      • Joint Appraisal and Review Committee 
      • IEC Sub-Committee. 
      • NGO Sub-Committee.   
    • Major shift from awareness programmes to Intervention Programmes from 1997 onwards (90% Intervention projects and 10% Care projects)
    • Urban based NGOs to Gross Root Level,  Rural based - NGOs. 
    • Priority group and area identification by the NGOs at local level. 

      Initially sex workers and truck drivers perceived as vulnerable groups.   At present there are 64  different occupational and priority groups identified and reached through NGO partnerships.
      (e.g.)  Sex workers project in all 29 districts, Truck drivers project in all Highways , Migrant workers project in 21 districts etc.

    • Major shift from State level NGOs to District level NGOs 

    • Skill building and capacity building of NGOs and their field functionaries. 
      • Proposal writing training program for NGOs.   
      • Targetted Intervention programmes implementation and  400 Trained in  Communication skills.         
    • Monitoring system -Joint Appraisal Review Team constituted. 
    • Involved Community in identifying Hot spots mapping. 

      (e.g.) Included Commercial Sex Workers, Truckers and MSM population in mapping.  

    • Community Based Organisations involved in HIV/AIDS prevention.  People Living with HIV/AIDS Networks supported from 1997 onwards and closely working with them for the past 3 years.  

      • People Living with HIV/AIDS National Level 1997  onwards. 
      • People Living with HIV/AIDS State Level 1998 onwards. 
      • People Living with HIV/AIDS Regional Level 1999 onwards, different districts.   At present 5 Districts Level Networks promoted and supported.
      • First time in the country Positive Women Network promoted and supported by the Society from 1999 onwards providing guidance for the last 2 years.  
    • Closely working with other Community Based Organisations. 
    • Creating Enabling Environment for  Vulnerable and Marginalised People.
      • Conducted State Level Meeting for People Living with HIV/AIDS on World AIDS Day - 175 PLWHA attended.
      • Conducted State Level Meeting for Women Living with HIV/AIDS - 60 WLWHA attended.
      • Conducted State Level Workshop for Eunuchs - 125 Eunuchs attended.
      • Conducted Workshop for MSM -110 MSM  attended.
      • CBOs run by Commercial Sex workers supported for Networking among Commercial Sex Workers in five major districts.
      • CBOs run by the Eunuchs supported for HIV/AIDS prevention among Eunuchs.
      • CBOs for MSM.   
    • Made the NGOs as service providers.   1997 onwards more than 100 NGOs run STD Clinic for different priority groups.
    • NGOs in providing care for People Living with HIV/AIDS.  So far encouraged 20 NGOs on Care programmes both Hospital based and Home based care from 1997 onwards.
    • Periodical sharing sessions for NGOs.

  • WOMEN AND AIDS 

State Level Committee, constituted - conducted 41 programmes for women groups like Women in industry,  Women in slums,   Women Jail inmates-prisons,  Women police.

  • LEGAL  AIDS   CELL 

In order to address Legal and ethical issues People Living with HIV/AIDS- Established Legal Counselling cell for People Living with HIV/AIDS.
