THIS CHAPTER INFORMS THE CITIZENS:

  1. The service rendered by the Directorate to the citizen.
  2. The means by which the quality drugs reaches the citizen.
  3. The means through which complaints regarding denial of poor quality of services will be redressed.

This Directorate enforces the following Acts to regulate the import, manufacturer, distribution and sales of drugs and Cosmetics.

  1. Drugs and Cosmetics Act, 1940.

?

This Act ensures the quality of drugs manufactured and supplied. Under this act our department monitors quality by drawing samples periodically and testing them at all levels namely at manufacturing level, Trade, Hospitals. Violations of any are followed through legally and offenders are prosecuted.

  1. Drugs and Magic Remedies (Objectionable Advertisements) Act, 1954.

?

This Act prevents unscrupulous persons advancing advertisements and misleading claims about the efficacy of the drugs. This department protects the interest of the public by initiating actions on those indulging in such practices.

  1. The Drugs Price Control Order 1995:

?

This order facilitate the availability of drugs at reasonable fixed prices. Sale of drugs at higher prices is an offence under this order and violations are being prosecuted by this department.

  1. Narcotic Drugs and Psychotrophic Substances Act 1985:

?

Action is taken against persons dealing in Narcotic drugs and Psychotropic substances in contravention of this Act. This act is being implemented strictly to prevent the wrong usage of drugs causing health hazards and also to prevent youth from becoming addicts.

??????????? General public can make complaints about the quality of drugs or price of the drugs and about the availability of drugs to the respective Assistant Directors or to the Director of Drugs Control. The Director of Drugs Control functions from the following Address:

DRUGS TESTING LABORATORY, CHENNAI-6

??????????????????????? Under this department, Drugs Testing Laboratory is functioning in the following address:

??????????????????????????????????? 259-261, Anna Salai,

??????????????????????????????????? Chennai-6.

??????????????????????????????????? Samples drawn by the officers of this department are analysed and on the report suitable action are taken. Public may also get samples tested at a prescribed fee.

DO YOU WANT TO OPEN/RENEWAL OF MEDICAL STORES/PHARMACY

?

Provide:

?

  1. An area of not less than 120 sq.ft.
  2. A Registered Pharmacist to supervise the sale of Drugs.
  3. Cold Storage facilities / the refrigerator for storage of Drugs requires to be stored in cold place.
  4. Pay prescribed fee of Rs.1,500/- and apply to the Assistant Director of Drugs Control of your area in the prescribed form.

DO YOU WANT TO OPEN/RENEWAL OF A MANUFACTURING UNIT.

?

Provide:

?

  1. Area as specified in the Drugs and Cosmetics Act.
  2. For allopathy drugs manufacturing apply in Form 24,27 and to pay a minimum fees of Rs.7,500/- per application.
  3. Indian System of Medicine to be applied in Form 24D with a fees of Rs.60/-.
  4. For Blood Bank Licence it has to be applied Form 27C with a fees of Rs.7,500/- for both Government and Private.

TO START A BLOOD BANK THE FOLLOWING MINIMUM CONDITIONS TO BE SATISFIED.

?

  1. An area of 100 sq.mts.
  2. A qualified Medical Officer having minimum of one year experience in the Blood Bank activities.
  3. One Registered Staff Nurse.
  4. Two technicians having D.M.L.T. qualifications with required experience.
  5. Minimum two Blood Bank refrigerators are to be provided.
  6. Two labs to be provided for testing.

CONSUMER AWARNESS:

??????????????????????? The consumers are requested to co-operate with the Drugs and Control administration for effective enforcement of the said Acts.

WHILE PURCHASING DRUGS:

a)????? Insist on a cash receipt.

b)????? Look of the maximum retail price.

c)????? Look for the Date of Expiry.

d)????? Do not accept substitutes.

?

Consumer can make complaints with the respective Zonal Office or with the office of the Director of Drugs Control, D.M.S. Compound, Teynampet, Chennai-6.
