As per the instructions of the Government in their orders cited, the counselling is proposed to be conducted for Readers/Professors who represent for a transfer to other teaching medical institutions where there are vacancies as detailed below:-

The present vacancy position of Readers/Professors posts in various specialities in the Teaching Medical Institutions under the control of Director of Medical Education is furnished in the Annexure. The consequent vacancies that may arise due to consideration of the request of the Readers/Professors to the existing vacancies in Counselling will also be decided on the Counselling date.

??????????? All the Heads of Medical Institutions are therefore requested to intimate the fact of counselling proposed for the various vacant posts to all Readers/Professors under their control. They may be informed of the following details:-

?

  1. The counselling is arranged for the vacant posts only. Other than the vacant posts, request for posting to any other institutions and post will not be entertained.

?

  1. The medical Officers who desires to attend the counselling may be permitted by the Heads of Medical Institutions and their absence may be treated as On Duty.

?

  1. No TA & DA will be permitted.

?

  1. The Medical Officers who attend the counselling should submit a written representation along with the Bio-data details duly countersigned by the Heads of Institutions.

?

  1. Further, the complete leave details of the Medical Officer (Other than Casual Leave) during the period of his/her service at the present institution in duplicate duly authenticated by Heads of Institutions is very essential.

?

  1. If more than one medical officer opts for any post and the institution, station seniority in the present post held by them will be the criteria as the deciding factor. It is also informed that station seniority will be calculated after deducting the leave periods availed in the present station and mere date of joining the post alone will not be sufficient to consider the station seniority and the medical officer who has worked in the present station for longer period will be given preference.

  1. The authority to decide the final orders will be the Government.

?

  1. Even if there is vacancy in the institutions where the medical officer wants transfer, the request may be negatived for administrative reasons and the transfer cannot be claimed as a matter of right.

?

  1. The requests for transfers will be considered only based on the condition that 75% of total sanctioned posts in a particular institution/particular speciality shall not become vacant.

?

  1. The medical officers who were transferred and not joined but went on long leave will not be considered for counselling.

?

  1. Medical Officers transferred on disciplinary grounds/administrative grounds are not eligible for counselling.

?

  1. If any medical officer is unable to attend the counselling under any circumstances, he / she cannot claim their place of request after the counselling (i.e) the decision as taken in the counselling will be final.

?

  1. Place opted in the counselling will be final and cannot be changed under any circumstances after the counselling.

?

  1. As per G.O.(RT).No. 1277/Health and Family Welfare (A1) Department dated 05.08.04:-

?

Any doctor who is posted to a particular place after counselling will have to work there for a minimum period of one year and that he/she is not eligible to attend any counselling till that period is over. This will be applicable for the counselling held hereafter.

??????? ??????????????? The contents of this memo should be brought to the notice of all Readers/Professors in the institutions without fail. Further, the copy of this memo may be displayed in Notice Board in a conspicuous manner.
