REPRODUCTIVE AND CHILD HEALTH PROJECT

Reproductive and Child Health (RCH) Programme:

?

The RCH Programme will build on the Success of the Universal Immunisation Programme and Child Survival and Safe Mother Hood Programme and Family Welfare Programme. In addition, it will cover all aspects of Womens health across their reproductive cycle, from puberty to menopause.

RCH Programme has two parts, the first and the larger part is the National Components which will be implemented in all the districts? and the second part is in form of Districts / Rural and Urban Projects in Madurai and Theni (Sub-Project).

Broad Objectives:

?

????? To improve the health status of women, adolescents and children

????? To improve the quality of health seeking behavior of women.

????? To increase the credibility of service providers through improved quality of service.

?

Specific Objectives:

?

????? Reduction of IMR to less than 50 per 1000 live births, and MMR to less than 1 per 1000 live births

????? Significant reduction in infant morbidity, especially that due to diarrhoea and ARI.

????? Significant reduction in maternal morbidity

????? Improved MTP services and reduction in pregnancy wastages

????? Reduction in incidence of STD and RTI.

????? Elimination of Female Infanticide.

RCH Programme in Tamilnadu :

The RCH Project is being implemented in Tamilnadu under two components :

  1. A sub-project component covering Madurai and Theni districts (both rural and urban areas) with a financial outlay of Rs.23.14 crores (Rural Rs.15.24 crores + Urban Rs.7.90 crores).

  1. A need based state level component (State Implementation Plan) to strengthen the infrastructure needs of all the remaining districts of Tamilnadu.

Sub-Project : (Madurai & Theni Districts)

?

This Sub-Project is implemented in Madurai and Theni Districts for a period of 5 years from 1997-98.

Rural:

?

  1. Construction of 21 Health Sub Centres (HSCs) at a cost Rs. 115.30 is under progress.
  2. Up gradation facilities in 40 Primary Health Centres (PHCs) at a cost of? Rs.218.47 lakhs is under progress.
  3. Minor civil works in selected 77 HSCs at a cost of Rs.105 lakhs is under progress
  4. Maternity, Paediatric, Anaethestic, Theatre and General Equipments / Instruments worth Rs.125.00 lakhs were supplied to all PHCs.
  5. 30 Light Motor Vehicles were procured and distributed for use of PHCs at a cost of Rs.108.00 lakhs.
  6. Kalaipayanam Programme was conducted in Theni district for mobilizing and motivating the community to promote their health and for better utilization of available health services at a cost of Rs. 25.64 lakhs.
  7. Computer System with its accessories had been installed in all PHCs and Government Hospitals? in Madurai and Theni district and the Head Quarters at Chennai.? "On-line Health Management Information System" is being implemented at a cost of Rs.145.00 lakhs.? The staff of Madurai and Theni district are undergoing training on the computer.
  8. Mobility-cum-communication training was given to all the Female Field Health Functionaries and advance for purchase of Moped is given to them.
  9. Health Message (30? Seconds) is broadcast through AIR during Regional News for? 9 months at a cost of Rs.13.08 lakhs from March 2002.
  10. Funds released to Deputy Director of Health Services? Madurai.for broadcasting of health messages in AIR Kodaikanal and Madurai commenced from 1.9.02.?
  11. Emergency Transport with wireless network for transporting complicated deliveries and accident victims at a cost of Rs.6.5 lakhs is implemented with NGO support.?

Urban:

?

  1. Construction of 8 Urban Health Posts (Theni, Cumbum, Chinnamanur, Melur, Thirumangalam, Bodi and Usilampatti renovation work at Periyakulam) at a cost of Rs.126.88 lakhs is under progress.
  2. Furniture, Maternity Instruments, Cots, Mattress and Pillows etc., worth Rs.30.00 lakhs were supplied to 8 Urban Health Posts.
  3. Drugs worth Rs.10.80 lakhs per annum were supplied to 8 Urban Health Posts.
  4. Strengthening the RCH outreach services in Madurai and Theni Sub project Districts is being implemented at a cost of Rs. 16,76,150.
  5. A scheme for Capacity Building of Adolescent girls to empower them as link persons in the community for health programme in the Districts of Madurai and Theni Districts at a cost of Rs.73,05,020 is being implemented.
  6. I.E.C convergence in the Sub Project Districts? of Madurai and Theni at a cost of Rs.24,86,900/- is being implemented.
  7. Elimination of female Infanticide in Madurai and? Theni District IEC component is being implemented at a cost of Rs.5,68,370.
  8. Computer Training to District Field Health Functionaries in Madurai and Theni District is imparted at a cost of Rs.10 lakhs.

State Implementation Plan (National Component):

?

  1. Major Civil Works in 63 PHCs and 31 FRUs at a cost Rs.940 lakhs will be carried out during the project period. Rs.402.30 lakhs have been sanctioned and the work has been entrusted to Public Works Department? Second instalment of Rs.343 lakhs has been released.
  2. Minor Civil Works have been carried out in selected PHCs at a cost of Rs. 220 lakhs.
  3. Provision of 24 hour delivery care has been implemented in selected 90 PHCs in the districts of? Thanjavur, Thiruvarur, Nagapattinam, Dharmapuri, Krishnagiri, Madurai and Theni.?
  1. Deployment of Anaesthetists / Obstetricians for PHCs for providing Emergency Obstetric Care and Family Welfare Services has been implemented in selected 44 PHCs in the districts viz. Thanjavur, Thiruvarur, Nagapattinam, Dharmapuri, Krishnagiri, Madurai and Theni.
  2. RTI / STI clinics have been established to treat Reproductive Tract Infections / Sexually Transmitted Infections in selected 70 PHCs in the Districts viz. Thanjavur, Thiruvarur, Nagappattinam, Dharmapuri, Krishnagiri, Madurai, Theni, Cuddalore, Kallakurich, Villupuram, Salem, Namakkal, Pudukkottai and IPH Poonamallee.
  3. Hiring of Private Anaesthetists / Obstetricians for FRUs for providing Emergency Obstetric Care and Family Welfare Services has been implemented to selected? 75 FRUs in 24 districts.? Subsequently the scheme of hiring private anaesthetists and obstetricians have been entrusted to PHCs/FRUs.? The programme has been extended to all FRUs/PHCs.
  4. Drugs and Dressings worth Rs.125.14 lakhs were supplied to PHCs/FRUs in Tamil Nadu.
  5. Drug Kits A, B, Essential Obstetric Care Kits, Emergency Obstetric Kits, RTI / STI Drug Kits worth Rs.800.00 lakhs were being procured for supply to HSCs / PHCs / FRUs by TNMSC.
  6. Medical Equipment Kits are supplied by Government of India for use of PHCs / FRUs / Head Quarters Hospitals.

Training under RCH Programme:

The following trainings for all the categories of medical and paramedical are under progress in co-ordination with National Institute of Health and Family Welfare, New Delhi.
