FAMILY WELFARE PROGRAMME

The Family Welfare Programme is being implemented in Tamil Nadu to stabilize the population growth by improving the Maternal and Child Health Services.?????? Tamil Nadu is the model State in the introduction of Community Assessment Approach all over India. Family Welfare Programme is implemented as a peoples programme involving the active co-operation of community at large. The achievement of Family Welfare Programme in the State has been attributed to several factors including strong social and political commitment and good administrative backup.

DEMOGRAPHIC INDICATORS

As per the 2001 census, the population of Tamil Nadu was 6.24 crores with decadal growth rate of 11.7 percent which is the second lowest in the country next to Kerala. Tamil Nadu is the sixth most populous state in India. It accounts for 6 % of the countrys total population. The population of Tamil Nadu for 2004 is estimated as 6.4 crores.

Out of the total Sterilisation Performance in the State for 2003-04, 62.1% of Sterilisations were performed in the Government institutions, 6.7% in Voluntary Organisations, 22.5% in the approved Nursing Homes, 3.7% in the Local bodies and the remaining 5% in unapproved Nursing Homes.

CONCERNS AND STRATEGIES
?
1.????? As per National Family Health Survey? II 1998-99, in Tamil Nadu 57% of mothers and 69% of infants are affected by any one form of anemia. Anemia is the main cause for the current level of infant and maternal deaths.
?
2.????? Out of 11.5 lakhs births occurring in the State every year, 20.2% of the births are higher order births ie.2.3 lakhs. To reach the goals fixed for 2007, these higher order births have to be brought down in a phased manner.
?
3.????? The infant death rate is 44 per 1000 live births. Among this infant deaths nearly 75% are neo natal deaths. If these neo natal deaths are reduced then our aim of reducing IMR to 30 per 1000 deliveries will be achieved.

As per the Second National Family Health Survey there exists a gap between Total Fertility Rate (2.0) and the desired family size (1.7). This gap can be filled by meeting the unmet needs of family welfare services (13%) and by reducing the higher order births (20.2%). The following strategies will be adopted to fill the gap of actual family size and the desired family size.

1.????????????????? Action to be taken to improve Nutritional status of pregnant mothers.
2.????????????????? Identifying the higher order birth mothers village wise and to counsel them to accept Family Welfare Sterilisation.
3.????????????????? For the next three years it is planned to achieve Expected Level of Demand of 16 lakh sterilization, 13.5 lakh IUDs and 11.75 lakh C.C. users.
4.????????????????? At present 184 Operation theatres are functioning out of 382 Primary Health Centres. Steps will be taken to increase the Primary Health Centre Operation theatres in a phased manner.
5.????????????????? More number of private nursing homes will be approved to involve them to render Family Welfare services to the eligible couples.
6.????????????????? To involve voluntary sector and the non-Government sector in partnership with the Government, to improve better Family Welfare services to the eligible couples.
7.????????????????? To involve District Collectors to review the Family Welfare Programme in the Districts.
8.????????????????? Self Help Groups, Magalir Mandram, Elected representatives and other NGOs are to be involved to provide family welfare services to the eligible couples.
STATE COMMISSION ON POPULATION
?
The Government of Tamil Nadu has constituted the "State Commission on Population" under the Chairmanship of Hon'ble Chief Minister of Tamil Nadu.? The Commission will review, monitor and give directions in the implementation of family welfare and maternal and child health programmes in this state with a view to meeting the set goals. The Population Policy of the State will be published soon.

INSURANCE SCHEME FOR MOTHERS WHO UNDERGO STERILISATION
A unique scheme of providing Insurance coverage for the mothers who undergo sterilisation has been introduced from February 2001 onwards.? Under this scheme, each mother will be insured by the Government paying the premium of Rs.14/- per case.? In the event of death due to sterilisation in any Government Hospital/local body, Voluntary organisation or Approved Nursing Homes, a compensation of Rs.2.00 lakhs will be paid to the family of the deceased mothers and deposited in the name of their children.? For death outside the hospital within 30 days of discharge, a compensation of Rs.25,000 will be paid to the family of the deceased mothers? and deposited in the name of the children.? The scheme is being implemented through the National Insurance Company Limited.? The Government have ordered the extension of the scheme upto 31.10.2004.
