INDIAN MEDICINE AND HOMOEOPATHY
?The holistic approach adopted by the Indian Systems of Medicine is very aptly captured by the? basic axiom of the Siddhars "FOOD IS MEDICINE - MEDICINE IS FOOD". There is a growing realization the world over that the traditional systems of medicine offer a cost effective option. The world is witnessing a resurgence of the traditional systems of medicine. The toxicity and side effects of the modern systems of medicine have highlighted the importance and relevance of traditional systems of medicine in the world. There is a growing recognition that while modern systems provide treatment to specific diseases, the Indian Systems of Medicine take a holistic view and offer prescriptions for human well being. The Public Health Delivery System has to aim at taking the best advantage of both.
The Government of Tamil Nadu is totally committed to rapid development of Indian System of Medicine and is fully alive to the challenges and the opportunities that the emerging scenario presents.? The Government has taken the pragmatic view that in the long run it would be ideal to provide complementarity between the various systems by making available the Indian System of Medicine along with the allopathic system in all the Medical institutions in the State. This approach is now gaining wide acceptance. A beginning has already been made and to day Siddha Doctors are available in 326 Primary Health Centres, Ayurveda Practitioners in 2 Primary Health Centres and Unani Practitioners in 3 Primary Health Centres. In addition, Siddha Practitioners for 25 Primary Health Centres were sanctioned during the year 2003-04. The effort would be to make an Indian System of Medicine Practitioner available in each Primary Health Centre over a period of time.

STRATEGIC INTENT

The strategy in the sector of Indian Systems of Medicines is to restore the credibility and legitimacy of these systems by emphasising on research, education and product standardisation and increasing the outreach of these systems.

The basic approach of the Government is to promote the Indian Systems of Medicine; increase the out reach and credibility of Indian Systems of Medicine; create neutrality in the services offered by the Government Institutions and effectively complement the efforts of the modern side in making available health services to the common man.

MEDICAL EDUCATION

A two-pronged strategy is followed. The Government have themselves started Medical Colleges of Indian Systems of Medicine. The Private Colleges are also allowed to come up so long as they conform to the required standard. The annual intake for the Graduate /Diploma Course in Indian Medicine under the Government Colleges and Private Colleges is 236 and 790 respectively. The Post Graduate Course is offered only in the Government Colleges and the annual intake is 80. The Courses offered by these institutions are detailed below:-

RESEARCH

In house research capabilities in the department are limited. The approach therefore is to forge alliances with other institutions.

Already a Memorandum of Understanding has been signed with the Council for Scientific and Industrial Research. This is expected to validate the therapeutic value of the formulations selected for analysis. Similarly, in order to tap the available potential within the State, a Memorandum of Understanding will be signed with the Universities already having strength in this field.
MEDICAL TREATMENT

At present, there are 713 institutions providing medical treatment under the Indian Systems of Medicine & Homoeopathy. There is an inpatient capacity of 965 beds in respect of these institutions.

Establishment of National Institute of Siddha has been a long-standing dream of the people of Tamil Nadu. This dream is going to be realised very soon.?? The Institute is expected to become functional in the current year.

The capital expenditure has to be shared between the State and the Central Government in the ratio of 40 : 60. As a part of our share the State Government has already given the land measuring 14.78 acres.

The Government of India had so far released an amount of Rs.14.00 Crores for construction of building upto the year 2003-2004. The State Government has so far contributed an amount of Rs.10.64 Crores as its share of 40% Capital cost (i.e. Rs.6.64 Crores as land cost + Rs.4.00 Crores? released during the year 2003-04). The construction work at an area of 14242.14 Sq.mts. is expected to be completed during this year and the institute is to function from the academic year 2004-05.

?????????? The Government has taken note of the fact that for many routine ailments of mother and child, Indian Systems of Medicines offer holistic, safe and efficacious remedies.? In a pioneering development, the Government have decided to include a significant component of Indian System of Medicines remedies to the kids to be given under Reproductive Child Health Project II . This initiative will be a landmark in improved mother and child health and will also go a long way towards giving due recognition for Indian Systems of Medicine

The Government of India has sanctioned a sum of Rs.8.03 lakhs to implement the Pilot Scheme of Home Remedies exclusively for Theni District. Under this scheme, simple home remedies based on the Indian Systems were provided to rural people free of cost after identifying the service providers, i.e., Trained Village Health Nurses.

The above Pilot Scheme was implemented in 100 villages in Theni? District and 21959 persons were benefited through this scheme.

The authorized Share Capital of TAMPCOL is Rs.50.00 lakhs and its present paid up share capital is Rs.20.75 lakhs only. The Corporation has started paying dividend to the Government from 1998-99 onwards. TAMPCOL has paid a sum of Rs. 3.11 lakhs as dividend at the rate of 15% to Government for the year 2002-2003.

TAMPCOL earned a profit of Rs.46.19 lakhs during 2001-2002 and Rs.93.55 lakhs during 2002-2003.

11. Supply of essential drugs at a cost of Rs.58.50 lakhs has been implemented in 234 Primary Health Centres during the year 2003-04 and the scheme is to be continued till the 10th Five-year Plan period.
