REPRODUCTIVE AND CHILD HEALTH PROJECT
OBJECTIVES
The RCH Project, Phase I has been designed to meet womens needs across their life span. The general objective of the project include empowering women and children through providing high quality care to them, empowering the community as a whole to demand better health services, and improving substantially the performance of the health care delivery system.
The RCH Project, Phase I has been built on the Success of the Universal Immunisation Programme and Child Survival and Safe Mother Hood Programme and Family Welfare Programme. In addition, it covers all aspects of Womens health across their reproductive cycle, from puberty to menopause.

The broad objectives of the project have been:

The strategy envisioned to achieving these objectives is summarized as below:

The overall expectation has been a decline in fertility, maternal and infant mortality and morbidity. These are expected to help reach the ultimate goal of zero rate of growth in population.
The RCH Project has been implemented in Tamilnadu under two components:

Government of India approved the Sub project for implementation in Madurai and Theni districts for a period of 5 years commencing from 1997-98 with an financial outlay of Rs.23.14 Crores (Rs.15.24 Crores for rural and Rs.7.90 Crores for urban)
This Sub-Project has been implemented in Madurai and Theni Districts for a period of 5 years from 1997-98 and ended on 31 March 2004.
The range of activities under the RCH sub-project in these District comprised the following:

????? capability upgradation of the health functionaries.
????? strengthening of outreach services through, among other initiatives, improved mobility.
????? preventive counselling to eliminate female infanticide, an endemic problem in parts of the district.
????? better availability of equipment and drugs.
????? improved infrastructure and manpower support.
????? capacity building of adolescent girls.
????? RTI clinics, providing diagnostic and treatment facilities at selected PHCs.
????? pilot initiatives to encourage private and NGO participation.

Sub project - Rural
1.????? Construction of Health Sub Centres (HSCs).
2.????? Up gradation of facilities in Primary Health Centres (PHCs)
3.????? Minor civil works in selected HSCs
4.????? Maternity, Paediatric, Anaethestic, Theatre and General Equipments / Instruments were supplied to all PHCs.
5.????? Light Motor Vehicles were procured and distributed for use of PHCs
6.????? Kalaipayanam Programme was conducted in Theni district for mobilizing and motivating the community to promote their health and for better utilization of available health services
7.????? Computer System with its accessories had been installed in all Government health facilities in Madurai and Theni district and the Head Quarters at Chennai.? The staff of Madurai and Theni district have undergone training on the computer.
8.????? Mobility-cum-communication training was given to all the Female Field Health Functionaries and advance for purchase of Moped is given to them.
9.????? Health Message is broadcasted through AIR
10.? Emergency Transport with wireless network for transporting complicated deliveries and accident victims is implemented with NGO support.?

2.????? Furniture and equipments were supplied to Urban Health Posts.
3.????? Drugs were supplied to Urban Health Posts.
The RCH sub-project in Madurai District has come to an end on 31 March 2004.

2.????? Minor Civil Works have been carried out in selected PHCs.
3.????? Provision of 24 hour delivery care has been implemented in selected 90 PHCs.
4.????? Deployment of Anaesthetists / Obstetricians for PHCs for providing Emergency Obstetric Care and Family Welfare Services has been implemented in selected PHCs in the districts.
5.????? RTI / STI clinics have been established to treat Reproductive Tract Infections / Sexually Transmitted Infections in selected 70 PHCs.
6.????? Hiring of Private Anaesthetists / Obstetricians for FRUs for providing Emergency Obstetric Care and Family Welfare Services is implemented in all the PHCs/FRUs.
7.????? Drugs and Dressings were supplied to PHCs/FRUs in Tamil Nadu.
8.????? Drug Kits A, B, Essential Obstetric Care Kits, Emergency Obstetric Kits, RTI / STI Drug Kits were being procured for supply to HSCs / PHCs / FRUs by TNMSC.
9.????? Medical Equipment Kits are supplied by Government of India for use of PHCs / FRUs / Head Quarters Hospitals.

National Component State Implementation Plan has been continuing beyond 1st April 2004.

The following trainings for all the categories of medical and paramedical have been conducted in co-ordination with National Institute of Health and Family Welfare, New Delhi.

Planning of Phase II of RCH programme has been ongoing and implementation of Phase II is anticipated to commence during the year 2005.

I.??????????????????? During 2004-2005 Drug Kits worth Rs.700 lakhs will be procured and supplied through TNMSC.???

II.???????????????? Under Integrated Financial Envelop the following activities will be carried out during this financial year.

???????????????????? i.????? Providing 24 hours delivery care services with 3 staff Nurses, Driver and cleaning staff.

?????????????????? ii.????? RTI/STI clinics in selected 70 Primary Health Centres.
?
????????????????? iii.????? Providing Emergency Obstetric care services by hiring Anesthetist and Obstetricians in FRUs and PHCs.

III.??????????? In Order to strengthen the Urban Health facilities, proposals from Municipalities and 6 corporations have been called for and 64 Proposals so far received from Municipalities have been modified as per Government of India Norms and forwarded to Govt. of India for sanction.

IV.??????????? National Maternity Benefit scheme will be monitored closely so that all pregnant women below the poverty line will get the maternity benefit.

V.????????????? Training activities have been planned for the Medical and Para Medical functionaries working in the urban health centres.

Two strategically located hospitals (Comprehensive Emergency Obstetric and Newborn Care hospitals) have been identified in each district to provide round the clock emergency obstetric and newborn care services. These comprehensive emergency obstetric and newborn care centres will be adequately staffed with specialist, equipment and blood banks to provide quality service. Training will also be organized for the staff of the CEmONC centres.?
