DRUGS CONTROL ADMINISTRATION

The prime object of Drugs Control Administration (DCA) is the enforcement of the following Acts regulating the manufacture, distribution and sale of drugs and cosmetics.

a)????? Drugs and Cosmetics Act 1940 and Rules 1945
b)????? Drugs (Prices Control) Order 1995
c)????? Drugs and Magic Remedies (Objectionable Advertisement) Act 1954.

??????????? The officers of this department are also empowered to act under Narcotic Drugs and Psychotropic Substances Act, 1985.
?
??????????? The Director of Drugs Control is the controlling and licensing authority for grant and renewal of licences for manufacture and for sale of allopathic, ayurveda, siddha and unani drugs, homeopathic medicines and cosmetics. The Director is also the licensing authority, along with the Central licence Approving Authority, for blood banks in Tamil Nadu.
??????????? There is a mobile squad with Madurai as its headquarters. There is a Legal-cum-Intelligence Wing in this Directorate to attend to complaints relating to spurious drugs and to investigate specific complaints in the Southern Region and in Chennai respectively.? Apart from this work, the legal-cum-intelligence wing processes legal matters and undertakes special investigations.??

There is a full-fledged drug testing laboratory attached to this Department which undertakes testing of samples drawn by the Drugs Inspectors (other than parenteral preparations) from various retail and wholesale units, manufacturing units and hospitals, Government as well as Private.? The parenteral preparations are tested at King Institute, Guindy.
Achievements during 2004-2005
??????????? A total of 90 Prosecutions have been launched against manufacturers and dealers during the year 2004-05. 23 cases have been filed against the manufacturers who have manufactured the ‘Not of Standard Quality’ drugs. 20 cases have been filed against the manufacturers of the spurious drugs.? Further, 41 cases have been filed against dealers who contravened the Drugs & Cosmetics Act and Rules made there under. The remaining six cases pertain to Adulterated drugs (3) DMR(OA) Act (2) and misbranded Drug (1).?

A total of 90 sanctions for prosecution were accorded between 01.04.2004 and 31.12.2004.

??????????? 1. Not less than 27,600 inspections are proposed to be carried out in the Sales Concerns as well as in the Manufacturing Units / Blood Banks / Approved Laboratories and the Government Hospitals.

??????????? 2. Not less than 4000 samples are proposed to be drawn for testing the quality of drugs available in the market as well as in the Manufacturing Units.

??????????? 3. A training programme for the Drugs Inspectors and Senior Drugs Inspectors for equipping them with the latest Technical innovation in the process of Manufacture and Quality Control of Drugs will be conducted.

??????????? 4. Setting up of a Drug Information Centre along with the Tamil Nadu Pharmacy Council for the benefit of the public.

1.????? Construction of One Annexe Building for Directorate in the place of existing Garage inside the DMS Compound (Conference Hall, Library & Record Room, Property Room) with Lift facility at a total cost of Rs.26.00 lakhs.

2.????? Provision of Lift facilities in the existing Lift Well at a total cost of Rs.16.00 lakhs.

3.????? Provision of Photo Copier Machines for the use of 5 Zonal Offices (II Phase) at Rs.60,000 each.
