The Directorate of Medical Education (DME) is functioning from July 1966.? The prime responsibilities of the Directorate are:

1)????? Development of Medical Education.

2)????? Administration of Medical Colleges and Teaching? Hospitals.

3)????? Effective supervision of? Selection Committee for Admission to specified Medical and Nursing Courses of Study.

Medical Institutions:

?

??????????? At present 12 Government Medical Colleges, 1 Government Dental College, 2 Physiotherapy Colleges and 2 Nursing Colleges are run by the Government. A total of 44 hospitals are under the DME. The total bed strength of these hospitals is 21,399.? The daily average inpatient and? outpatient strengths are? 19,739 and? 66840? respectively.? Medical education is provided in both government and private institutions in the State. The relevant data is presented in Tables 1 and 2.

Selection Process

?

??????????? Selection to MBBS/Bachelor of Dental Surgery / Bachelor of Science (Nursing) Bachelor of Physiotherapy / Bachelor of Occupational Therapy / Bachelor of Pharmacy courses is done under the single window system by a Selection Committee under the Chairpersonship of the Director of Medical Education in accordance with the policy of Government announced every year.? Admission to Post graduate Diploma, Degree, MDS and Higher specialities courses is done by the Selection Committee through a common entrance examination followed by counselling, adopting the rules of reservation.? Admission to diploma courses in nursing is? also done by the Selection Committee on Merit basis (+2 marks) followed by counselling and? adopting the? rules of reservation.

Kanyakumari Medical College, Kanyakumari

??????????? The Government of India granted permission in July, 2004 to start a new Government Medical College at Asaripallam in Kanyakumari district with an intake of 100 students.? Students have been admitted for the year 2004-2005 and the college is functioning. The Government have also sanctioned an additional sum of Rs.45.44 crores for the construction of hospital and college buildings as per MCI norms in a phased manner.

Theni Medical College, Theni

??????????? The Medical Council of India (MCI) conducted the inspection at Theni Government Medical College on 16.12.2004 and 17.12.2004.? The Letter Of Intent for establishment of a new Government Medical College at Theni with an annual intake of 100 students has been received from the Government of India.? The Government have sanctioned a sum of Rs.46.93 crores for the construction of hospital and college buildings as per MCI norms in a phased manner.

Vellore Medical College,Vellore

??????????? The MCI conducted the inspection at Government Vellore Medical College on 22.12.2004 and 23.12.2004.? The Letter Of Intent for establishment of a new Government Medical?? College at Vellore with an annual intake of 100 students has been received from the Government of India. The Government have sanctioned a sum of Rs.51.32 crores for the construction of college and hospital buildings as per MCI norms.

Tirunelveli Medical College, Tirunelveli.

?The Government have sanctioned a sum of Rs.15.85 crores at the rate of Rs.5.96 crores and Rs.9.89 crores in two financial years for 2004-05 and 2005-06, respectively towards construction of additional buildings and provision of certain infrastructure facilities to the? Medical College to fulfill the norms of MCI.

Thoothukudi Medical College, Thoothukudi

The Government have sanctioned a sum of Rs.27.75 crores at the rate of Rs.3.06 crores, Rs.12.44 crores and Rs.12.25 crores in three financial years for 2004-05, 2005-06 and 2006-07 respectively towards the construction of additional buildings and provision of certain infrastructure facilities to the? Medical College to meet the norms of MCI.

Additional Sanction

During 2004 – 05, a? sum of Rs.23.33 crores has been sanctioned towards the purchase of equipments, vehicles, furniture and books and journals for library in respect of the Government medical colleges in Kanyakumari, Thoothukudi and Tirunelveli for Rs.13.45 crores., Rs.5.40 crores and? Rs.4.48 crores respectively.

During the year 2004 – 05 the Government have sanctioned a sum of Rs.15.39 crores towards the purchase of Equipments, Furniture,? Motor vehicles? and Books and Journals to Government Medical college, Vellore.

Increase of M.B.B.S. seats in Five Medical Colleges

?

The existing intake of MBBS? were increased to 150 seats each in the 5 government medical colleges at Kilpauk, Chengalpattu, Tirunelveli, Coimbatore and Salem.? Accordingly,?? additional staff, equipment and buildings were sanctioned as per MCI norms.? A sum of Rs.1.00 crore has been released from Contingency Fund for the purchase of equipment and furniture.?? Regarding construction of additional buildings in 5 medical colleges, HUDCO has sanctioned a loan of Rs.10.00 crores. The Government has released a sum of Rs.1.00 crore? for each year for the purchase of equipment.?? MCI has accorded permission for increase of seats at the Government medical colleges at Tirunelveli and Coimbatore. Additional students have been admitted.? The MCI inspected the Government medical colleges at K.M.C. and Salem on 2nd and 3rd December 2004 respectively. The inspection report is awaited. For Chengalpattu Medical College, inspection was conducted by M.C.I. in 2004 and the deficiencies pointed out are being corrected, following which application for inspection will be submitted to M.C.I.

Nursing Education

??????? The Government has issued orders for starting 11 new nursing schools (3 in medical colleges and 8 in district headquarters hospitals), each with an intake of 50 students. Orders have also been issued for increasing? the? intake of students in the existing 9 schools from 50 to 100.

Starting of New School of Nursing at Government Head Quarters Hospital at Virudhunagar

The Government? have sanctioned a new School of Nursing at Government Head Quarters Hospital, Virudhunagar with an annual intake of 50 students in? Diploma in Nursing course at a cost of Rs.118.80 lakhs.

Tower Block I & II at Government General Hospital, Chennai

?

? Construction of? new 7-storied twin tower blocks at a cost of Rs.104.47 crores with the loan facility from HUDCO at Government General Hospital, Chennai has been completed. It will be opened shortly.??

Construction of Institute of Research Rehabilitation of Hand Plastic Surgery Department and Construction of OP Block at Government Stanley Hospital, Chennai

An Institute of Research Rehabilitation of Hand Plastic Surgery Department at Government Stanley Hospital, Chennai was constructed at a cost of Rs.10.00 crores. A new OP block at a cost of Rs.6.50 crores is being constructed and is nearing completion.

Cancer Control Programme

Mammography Units:

??????????? During? the year 2003-04 , the government medical college hospitals at Coimbatore, Thanjavur and Tirunelveli were provided with Mammography units. The equipments have already been installed and functioning.

Mental Health Care:

?

??????????? ?The Institute of Mental Health, Chennai? has been strengthened and the functional facilities improved.? A new administrative building at a cost of Rs. 1.05 crores has been sanctioned and construction is nearing? completion. Three new De-addiction centers were sanctioned with the help of Government of India grants of Rs. 8.00 lakhs each.? At present, 8 De-addiction centers are functioning.

Blood Bank:

??????????? 22 licensed Blood Banks are functioning in teaching hospitals under the control of? DME.

Paying Ward

?

??????????? The? ‘paying ward’ scheme has been implemented at GI Bleed Centre and surgical Gastro Enterology Department at Government Stanley Hospital, Chennai, Institute of Obstetrics and Gynecology and Government Hospital for Women and Children, Chennai and Government Kasturba Gandhi Hospital for Women and Children, Chennai.

?King Institute of Preventive Medicine

?

The King Institute of Preventive Medicine, Guindy, a nationally renowned institution, is manufacturing Vaccines and serum.?? It is also a teaching and research centre.?? The Virology Department of this Institute is recognised by Government of India and World Health Organization as the National Polio Laboratory for South East Asia Region of the World Health Organization. Two scientists of this institution have been trained in Laboratory Diagnosis of Measles at the World Health Organization Workshop in 2003.?? Steps will be taken to achieve the target production of Tetanus Toxoid Vaccine in the Year 2005 - 06.? It is proposed to establish an "On line Medlar" connection with Internet service in the library in the year 2005-06.? It is also proposed to set-up a National Measles laboratory in collaboration with WHO in the year 2005-06.

Tamil Nadu DR.M.G.R. Medical University

????????? The Tamil Nadu Dr.M.G.R. Medical University was established in July 1988, to promote academic excellence, research and advancement of knowledge in the field of medical and paramedical education.?? At present, 209 Institutions are affiliated to this University.?

Under this University, Department of Transfusion Medicine, Department of Curriculum Development, Department of Epidemiology, Department of Experimental Medicine, etc. are functioning.

Virtual?? Library

?

? ????????? A Virtual Library developed with financial assistance from the Government of India and the State Government for upgradation of library and medical informatic centre? was inaugurated on 27.1.2005. A Virtual Library is a? library in which holdings are available in electronic store houses and the user will be able to find the source documents quickly and easily.? This University has created a separate menu as "Question Bank" in its website which is the first of its kind in India. Through this, the user can sort out all the question papers specialty-wise and paper-wise.? It has been planned to construct a separate building for the Library.

A memorandum of understanding was signed on? 19th August 2004 between the? Tamil Nadu Dr. M.G.R.? Medical University and the University of Washington, Seattle, U.S.A.? This collaboration affirms exchange of students, faculty and staff between HIV/AIDS Programmes of the above Universities.
