NOTIFICATION

INVITATION TO AGENCIES FOR EVALUATION OF NGO PERFORMANCES

Tamil Nadu State AIDS Control Society (TANSACS) supports 63 Targeted Intervention programs in Tamil Nadu, to prevent the spread of HIV / AIDS by bringing in change in High Risk Behavior especially amongst the vulnerable and the high-risk groups.

????????? TANSACS desires an Evaluation of the performance of these NGO's by an independent agency.? TANSACS invites bids from qualified and experienced agencies to evaluate the performance of 30 NGOs spread over in the Districts of Kanccheepuram, Villupuram, Perambalur, The Nilgiris, Karur, Trichy, Tiruvarur, Thanjavur, Sivagangai Theni, Erode, Madurai, Nagapattinam, Namakkal,? Pudukkottai, Virudhunagar, Tuticorin, Tirunelveli and Kanyakumari, having operational area of 10 Kms radius approximately, at the respective NGO? intervention location.

I. Evaluation to focus on

(a)? ?Fulfillment of project objectives.

(b)? ?Organization capacity in reporting, documentation and staff management.

(c)?? ?Impact of behaviour change and linkages with health care service providers.

(d)? ?Extent of Enabling Environment created in the coverage area.

II.? Duration of this evaluation including submission of final report will be one month from the date of award of contract.

III.?? CRITERIA

  1. Agency should have minimum 3 years past experience in evaluating Targeted Intervention for prevention of HIV/AIDS.
  1. ?Additional Credit will be given to those agencies, affiliated to Educational, Research Institutions / Universities.

IV.???????????? Sealed Technical Bid with full description of the evaluation methodology?? addressed to the Project Director, Tamil Nadu State AIDS Control Society, No.417, Pantheon Road, Egmore, Chennai - 600 008 should reach this office latest by 17 March 2005, 3 P.M.

V.???? Financial Bid will be called for, only from those agencies who are short-listed in the technical bid..
