Civil Registration System

The Registrationof births and deaths is compulsory as per the Registration of Birth and Death? Act 18 of 1969 and the (revised) Tamil Nadu Birth and Death Registration Rules 2000. As per the directions of the Government of India a revised system of Registration of Births and Deaths have been implemented in the State with effect from 1.1.2000 with a view to simplify the registration procedures. The District level Inter Departmental Committees meet under the Chairmanship of District Collectors to review the implementation.

The status of the registration system is reviewed broad criteria based on the reporting efficiency and registration efficiency. The reporting efficiency refers to the periodical reports submitted by the Primary Registrars and the registration efficiency refers to the actual registration done by the Sample Registration System.

The reporting efficiency in the state under the registration system is 93% for the year 1999. The registration efficiency of births is 94% and the registration efficiency of deaths is 74%.

  • Director of Public Health and Preventive Medicine is the Cheif Registrar of Births and Deaths in the state.

  • Commissioner of Chennai Corporation is the District Registrar for Chennai City.

  • District Revenue Officiers are the District Registrars in other districts.

Time limits for Registration

  • Birth, Death or Still Birth should be reported for Registration within 21 days of occurence.

Name Entry for Births

  • Name of the child should be enteredinBirth Registrarwithin one year.

  • Nameof the child canbe entered with late fee, only upto 15 years from the date of Registration of Birth.

Penalty for failure to report

Failure to report will attract prosecution under Section 23 of Registration of Birth and Death Act.

Importance of Birth and Death Registration

Birth / Death extract will be the only legal proof of Date of Birth, Place of Birth, Parentage, Legal heirship etc. and will be userful.
