Though significant improvements in health care delivery have been made in rural areas, under priviledged population in the urban areas, especially in the urban slums remain unserved and under served. To correct the imbalance between rural and urban areas, an Urban Health Care Delivery Policy will be evolved.

Tamil Nadu is a pioneer to setup a Corporation for procurement and supply of quality drugs to all Government Medical Institutions. Set up in 1994, the Tamil Nadu Medical Services Corporation has been described as a model organisation by World Health Organisation (WHO) and has been accredited with certification of ISO-9002. The corporation has a chain of godowns in 23 places for regular supply of drugs. To improve the system further, it is proposed to construct six godowns to replace the presently rented premises. Steps are also being taken to provide latest diagnostic equipment to hospitals, through the Tamil Nadu Medical Services Corporation.

With reference to the basic health indicators the performance of Tamil Nadu State has been among the best in India. Various programmes such as Lymphatic Filariasis Elimination Prigramme, Pulse Polio Immunisation Programme, National Anti Malaria Programme, AIDS Control Programme, TB Control Programme, Blindness Control Programme and Maternal and Child Health Programme are implemented in the State effectively.

To ensure greater participation of the public in the maintenance of hospitals, it is proposed to have Hospital Advisory Committee for each of the teaching hospitals, District Headquarters Hospitals, Taluk, Non-Taluk Hospitals and PHCs. These advisory committees will assist the Medical Authorities in-charge of these hospitals, in providing adequate facilities and maintaining cleanliness and sanitation.

Though Government aims at providing quality Medicare to all classes of people, resource stands as a major hurdle. The financially viable sector of the society can lend a helping hand to bridge the gap between the increasing health needs of the society and the resource base. The Government propose to introduce a new scheme whereby private contribution of over Rs.50 lakhs would entitle the donors to name the facilities sponsored. This would encourage mobilization of funds from philanthropists for developement of the health sector.??
